Martha leads the Planning team at Howard Kennedy. She is an expert in all aspects of planning law, working on some of the most complex redevelopment and regeneration schemes that shape our City and our Country. She specialises in promoting redevelopment projects that are politically sensitive and involve large and complex environmental impact assessments, compulsory purchase orders, highway orders, planning agreements and appeal court proceedings including judicial review.

Martha thinks of her role as standing in the shoes of the client and working a part of a team to deliver a commercial outcome. She is not a lawyer that likes to just sit behind her desk and churn out the law. Instead, she focuses on client service, rolling up her sleeves to unlock issues in order to find a way through – coming to an agreement with all parties involved.

Martha is currently ranked 1 of the 3 top planning lawyers in the UK; voted by Property Week as one of the “40 under 40” rising stars and most influential people in the property industry (October 2015); ranked in Chambers UK 2016 as an “up and coming” planning lawyer in London; and voted as one of the most influential women in UK Planning by Planning Magazine (March 2016).

Martha has more than 12 years of practice from the specialist Planning and Environmental Bar and leading City law firms. She graduated with a Masters of Law from the University of Cambridge. She has also taught planning law at the University of Cambridge. She is published widely in her field of expertise and was Assistant Editor to the Journal of Planning and Environmental Law (1998-2013) and to the Encyclopaedia of Environmental Law (2000-2013). She is Board Member and Communications Chair of Women in Transport; Policy Council Member for the Town and Country Planning Association; and on the committee of the Cambridge University Land Society. She was a Council Member and Trustee of the United Kingdom Environmental Law Association (2002-2006).

Regeneration schemes

  • Lend Lease – Elephant & Castle: advised on strategy and negotiated the s106 agreement for the Heygate Estate, centre of the Elephant & Castle £1.5bn regeneration
  • Almacantar – Centre Point: drafted and negotiated the s106 agreement for the £350m residential-led conversion of the 1960s Centre Point Tower in central London
  • Almacantar – Marble Arch Tower: advised on the submission and strategy of the planning application and drafted and negotiated the section 106 agreement and section 278 agreements for the £400m landmark tower overlooking London's Hyde Park
  • Barking Riverside Ltd (JV between Homes and Communities Agency and Bellway Homes): advised on the submission and strategy of all the planning applications for the largest housing development in the Thames Gateway (10,400 homes) and the subsequent discharge of conditions and implementation of the project and master plan
  • RPW Southampton Ltd – Southampton Pier Waterfront: advised on all the multi-consenting aspects for the complex £450m redevelopment of Southampton Pier to revamp the waterfront by featuring a multi-storey 200-bedroom luxury hotel, a mega-casino, restaurants and bars, a new marina (reclamation of land), 500 homes and to become a purpose-built new home for the PSP Southampton Boat Show
  • London Underground Limited – Earls Court redevelopment: advised on the joint venture with CapCo for the 69 acres 6,770 homes master plan for the Earls Court Project
  • Transport for London – Royal Albert Docks development: advised on the s106 agreement and side agreement for the redevelopment of the Royal Albert Docks in order to secure the vital infrastructure before Crossrail comes forward in order for the site to be developed to its full potential
  • Land Securities – 20 Fenchurch Street (“the walkie-talkie"), 38-storey building and sky garden: major planning inquiry work for the call-in inquiry which involved heritage impacts on surrounding area, including St Paul's, and rights of light issues
  • Hammerson - London Wall Place ("St Alphage"): advised on the 500,000 sq ft scheme delivering two landmark office buildings and extensive landscaped public realm

Infrastructure schemes

  • Transport for London - Crossrail 2: advised on all planning aspects, SEA/EIA issue, consultation issues and consenting strategy on the potential major new rail line for London and the South East
  • London Underground Limited – Redevelopment of Bank Station: advised on the redevelopment of Bank and Monument station on its complex environmental impact assessment and its challenging application of a Transport and Works Act Order to construct and operate the railway
  • HS2 Ltd/Department of Transport – hybrid bill to build and operate High Speed Two: advised on the submission of the contentious Bill to Parliament and undertaking a highly complex review of the environmental impact assessment
  • Heathrow Airport Limited - Environmental Impact Assessment Regulations: advised on the new Environmental Impact Assessment Regulations as to whether any change to, or extension of, Heathrow airport will always require screening so as to be able to take forward discussions with Hillingdon Council on future planning applications for the airport
  • EDF Energy – nuclear power station at Hinkley Point C: advised on the planning application for site preparation works and the application for the DCO to construct and operate the nuclear power station
  • Forewind Limited - Teesside A& B Offshore Wind Farm: advised strategically and procedurally on the two proposed offshore wind farms
